Back in the rental market? Some things to know

It may not be on par with applying for a mortgage, but renting should be taken seriously.

?The?housing market's slow rebound makes renting a good option for many. Former homeowners looking to recover their financial stability are joining new renters on the hunt for their first apartment and long-time tenants facing rising rental costs. But in the rush to find a place to call home, here's what all renters should know.

Do your research and shop around
This past year saw?rent increases in 70 percent of markets. The good news about the demand: the market is spurring investors to purchase distressed inventory to convert to rental properties, which may help bring rents back down. Shop around by checking?free real estate websites with dedicated rental features, including maps and local information on desirable locations. Some websites have?rental mobile apps?that make exploring a particular neighborhood on the ground even more convenient. Additionally,?research fair rent prices?so you don't find yourself overpaying for a place.

Work with your landlord, but know your rights?
Keep the lines of communication open with your landlord, but know the laws that protect you. On a federal level, the?Fair Housing Act?protects against discriminatory housing practices, so if your renter's application has been turned down, be sure to find out why.

Read up on?your state's landlord-tenant laws, as tenants often do not realize their specific rights. Attorney Ryan J. Weatherstone of Mercer Island, Wash., offers one example: "Seattle tenants are required to be given a packet stating their rights under landlord-tenant law when they begin a tenancy each time a lease is renewed. Failure of the Landlord to provide these documents allows a tenant to break the lease early and/or seek a fine of $100 plus attorney fees."

Read the fine points of your lease before you sign
Typically, a lease protects you from rent increases while committing you to pay rent for the full term of the lease, even if you have to move out. But?read your lease closely to prevent surprises. If you don't agree with certain provisions, see if you can negotiate with the landlord and make sure any changes are made on all copies of the lease. Pay attention to provisions about the security deposit, which is legally refundable ? provided you leave your rental in the condition you found it. To ensure there is no dispute, first walk through with your landlord or property manager and document any damage in a written checklist as one would with a rental car. Send copies?of?date-stamped photos to your landlord.

Beware of illegal provisions that absolve the landlord of liability for negligent acts, waive the landlord's duty to repair the building or its systems, or allow the landlord to seize the tenant's personal property if the tenant fails to pay the rent. Weatherstone warns of general leases that some landlords use, such as those available "at Staples or other office supply stores or even on the Internet," which often contain terms that contradict state law and thus are void. One common error in Washington is "requiring the tenant to provide more than 20 days' notice prior to the end of a regular rental period to terminate a month-to-month agreement."

Understand your rights to privacy
While the general rule is that your landlord cannot enter your home without advance warning,?notice requirements to enter the rental property?vary from state to state. Landlords don't have to give notice in cases of emergency or when there's a court order. Check your state's privacy statutes or contact a lawyer or tenants' rights group to find out how much privacy protection you can expect.

Consider an eviction notice seriously
An eviction costs more than money; it damages tenants'?credit scores: "The eviction will stay on their credit history basically forever," said Elizabeth Rankin Powell, an attorney based in Tacoma, Wash. "And it gets there the day the landlord files the action, win or lose." However, some states have safety nets. In Washington, evicted tenants have five days to "pay off the judgment and be restored to their tenancy, if they have a lease that has not expired," said Powell.

Buy rental insurance
Rental insurance?offers an affordable form of protection from a range of hazards, from theft to fire damage. While you'll need to sift through insurance policies with a fine-toothed comb to see what protection will and will not be included, rental insurance is a good bet, especially when it can cost as little as $10 per month.

Get the assistance you need
The U.S. Department of Housing and Urban Development has a list of helpful resources and links for renters. Find information about?tenant rights, laws and protections?in your state. Many states and counties also have programs for low income renters that include legal counsel and sometimes even representation. Whatever your situation, take the time to learn your rights; it can make for a happy home.

An Israeli-Australian venture will use solar technology developed at the Weizmann Institute of Science to reduce carbon dioxide emissions from the burning of brown coal. The venture has been recently launched in Israel by NewCO2Fuels Ltd., a subsidiary of the Australian company Greenearth Energy Ltd., which has acquired an exclusive worldwide license for the solar technology from Yeda, the Weizmann Institute's technology transfer arm.

The Weizmann technology makes use of concentrated solar energy to dissociate carbon dioxide (CO2) to carbon monoxide (CO) and oxygen (O2). This method, developed at the Weizmann Institute by Prof. Jacob Karni, also makes it possible to dissociate water (H2O) to hydrogen (H2) and oxygen (O2) at the same time it dismantles the CO2.

Carbon monoxide (CO), or its mixture with hydrogen called Syngas, can then be used as gaseous fuel, for example, in power plants, or converted to liquid fuel such as methanol, which can be stored, transported or used to power motor vehicles.

The method has proved successful in laboratory trials. NewCO2Fuels Ltd. is now building a solar reactor for the conversion of CO2 on an industrial scale. Part of the development is being performed in collaboration with the Canadian Institute for the Energies and Applied Research at the Weizmann Institute of Science.

Greenearth Energy expects the new Israeli-Australian venture to help harness the vast brown coal resources in the State of Victoria in south-eastern Australia, whose use has been limited until now by the high CO2 emission content from this type of coal. The possibility of converting CO2 to fuel in a clean and efficient manner will turn brown coal into a source of environmentally friendly fuel.

Kansas family dies in Florida plane crash

The wreckage of a small plane lies in a remote part of Polk County, Florida, after a crash killed at least five members of one family.

(CNN) -- The body of a boy was found Friday afternoon near the wreckage of a plane crash in Lake Wales, Florida, raising the final death toll to six, officials said.

The plane, which was carrying a husband, wife and their four children, went down Thursday. The other bodies had already been recovered.

"We can tell you that none are now unaccounted for," Polk County Sheriff Grady Judd said. "It's just a tragic event of monumental proportion, but we're pleased that we're at least reuniting the entire family."

The last victim to be found was in thick underbrush about half a mile southwest of the main wreckage, Judd said.

The flight originated at Treasure Cay Airport in the Bahamas and landed at St. Lucie County Airport at 10:15 a.m. Thursday to clear customs. The plane left St. Lucie just after noon, and the first 911 call came in at 12:36 p.m., said Judd.

The final destination was Junction City, Kansas.

The plane went down in a remote, palmetto-covered stretch near Lake-Walk-In-The-Water that is not easily accessible, officials said. Rescuers and investigators used all-terrain vehicles to get to the scene.

Plane parts were reported as far as four miles away.

Judd identified the family as Ronald Bramlage, 45; his wife, Rebecca Bramlage, 43; and their children, Brandon, 15; Boston, 13; Beau, 11; and Roxanne, 3. Boston was believed to be the last one found.

The plane is a Pilatus PC-12 and is owned by Roadside Ventures LLC of Junction City.

The Bramlage family is well-known in the Kansas State University community. Ronald and Rebecca Bramlage were both graduates, and Fred Bramlage, Ronald's father, was the lead contributor to the Bramlage Coliseum, a multipurpose arena that is home to the men's and women's basketball teams.

Justin Bieber's Believe: Five Key Tracks

MTV News got the chance to listen to the June 19 release in advance and breaks down the standout tracks on the album.

Justin Bieber is leaving the sweet, puppy-love days of his My World albums behind for the glitzier and more mature Believe, which depicts him in the club, falling in love with girls and the hard beats.

When he dropped the album's first single, "Boyfriend," back in March, it was clear he was making a statement, declaring, "I am man, hear me roar!"

That transition is explored even further on the rest of Believe. In addition to the more mature sound, the tracks are really strong and sequenced well — they play into one another. Bieber and Usher, the album's executive producer, have managed to craft an album that almost never misses a beat. And on an album with a lot of beats, that's saying something.

Fans are treated to the singles "All Around the World," which features his "Baby" pal Ludacris, and "Boyfriend" first. They are strong setups for what's to come as the album mostly bounces between swaggerfied pop 'n' b and epic dance music. There's a ballad or two thrown in for good measure, just to keep Beliebers swooning.

Having enlisted the likes of Max Martin, Rodney Jerkins, Babyface, Diplo and the Messengers to help shape the funky sound of the album, a quick glance through the album's credits proves that Bieber was incredibly hands-on as well. His name appears on nearly every song's credits. Wondering how that all shakes out? Well, before the album drops on June 19, MTV News has rounded up five standout tracks from the release.

"As Long as You Love Me"
The song grooves thanks to vocal effects that mesh well with the staccato beat. The track is filled with synths and a pulsing undercurrent that highlights Big Sean's verse, where he spits lines like "I don't know if this makes sense/ But you're my hallelujah." That gospel is mirrored on Bieber's chorus, where he sings, "As long as you love me/ We could be starving/ We could be broke." He's expected to tease the track next week, making it a perfect candidate to be the song of the summer.

"Beauty and the Beat"
Speaking of summer songs, this track features the one and only Nicki Minaj and a Martin-produced beat. It is a certifiable grinding and fist-pumping club banger. And Bieber isn't shy about his intentions on it, singing, "Body rock/ I can feel your body rock." Minaj is sassy, as always, flirting back, but noting, "Gotta keep my eye out for Selena."

"Right Here"
Drake and Bieber enter each other's musical spaces for this sexy mid-tempo track. Drake doesn't rap on it, opting instead to use his R&B flair and singing. The two guys, who certainly have shown their soft sides in the past, put them on full display when they let their special ladies know "I'm right here" on the chorus, later sharing emotions like "[I] promise to be all that you need."

"Thought of You"
Diplo softened his love for crunchy beats for this track. It swirls and crescendos around Bieber as he repeats "I'm in love with the thought of you" on the chorus. As the song continues, it breaks down as he sings, "Gonna take some time/ But I'll figure it out." Diplo is clearly felt on the track courtesy of its hand claps layered with the song's beat and Bieber vocals, where he wonders, "Why should we fight these feelings?"

"Catching Feelings"
Sure, much of the album is beat-heavy, but Bieber does slow it down. There's the inspirational "Believe," but it's the ballad "Catching Feelings" that shows the singer's softer side thanks to an assist from ballad king Babyface. Bieber ponders feelings like "I want to know if she feels the same" over guitar music. The song definitely has a '90s R&B vibe to it and gives fans a second to breathe between dance tracks. And it will have girls swooning when he sings, "In my head/ We're already together ... With you I'm better." Go on girls, faint.

Space shuttle Enterprise will arrive at New York City's Intrepid Sea, Air and Space Museum today (June 6), after a 3-day sea trek that included a layover in New Jersey.

The prototype shuttle, which did not fly in space but was used for atmospheric test flights, is scheduled to arrive at the Intrepid museum at roughly 12:30 p.m. EDT (1630 GMT). The prototype orbiter will then be?craned onto the Intrepid's flight deck?by 4 p.m. EDT (2000 GMT), according to museum officials. The Intrepid, which is docked on Manhattan's west side, is a retired World War II aircraft carrier that is now used to house aerospace exhibits.

Earlier this week, Enterprise was moved to a port in Jersey City, where it was transferred onto a crane-equipped barge to prepare it to be hoisted onto the Intrepid. Enterprise touched down in New York at John F. Kennedy International Airport in late April atop of a NASA jumbo jet.

The first half of the shuttle's river ride, which took it past Coney Island in Brooklyn and Staten Island on Sunday (June 3), proceeded smoothly until a gust of wind pushed the orbiter into a railroad bridge abutment, leaving?Enterprise's right wing damaged. Intrepid officials said via Twitter that as of Tuesday, the shuttle had been repaired.

Following a one-day delay due to poor weather conditions, Enterprise is scheduled to depart the Jersey shore today at 10:15 a.m. EDT (1415 GMT). The shuttle is expected to pass by the Statue of Liberty 35 minutes later. [Gallery: Enterprise Sails to New Jersey]

At about 11:40 a.m. EDT (1540 GMT), Enterprise will float by the World Trade Center and then travel up the Hudson River to the Intrepid, which is located at Pier 86 in Manhattan.

"We expect good viewing locations to include the west side of Manhattan from Battery Park through the mid 40?s and on the Hudson [River] waterfront of NJ in Jersey City, Hoboken, and Weehawken," the Intrepid museum advised on its website.

Once alongside the converted aircraft carrier, a crane will hoist Enterprise onto the flight deck for its public display. The craning operation is expected to take approximately three hours to complete.

Work will then begin later this week to raise a steel and fabric shelter over the?space shuttle Enterprise?to protect it while on exhibit. The Intrepid's "Space Shuttle Pavilion" will open to visitors on July 19.

NASA awarded Enterprise to the Intrepid in April 2011. At the same time, the space agency assigned the museum homes for its space-flown orbiters. Enterprise was moved to New York after it was displaced by shuttle Discovery at the Smithsonian National Air and Space Museum's Steven F. Udvar-Hazy Center in northern Virginia.

Study: Childhood cancer survivors face new risks

(AP) ? Women treated with chest radiation for cancer when they were girls have a higher risk of developing breast cancer than previously thought, doctors warn.

Even lower doses of radiation therapy posed a risk for survivors of a childhood cancer ? something not known before, researchers found. That means more women might need to be screened beginning at age 25 for breast cancer.

"We find that by age 50, approximately 30 percent of women treated with radiation for Hodgkin lymphoma" as girls have developed breast cancer, said Chaya Moskowitz, a biostatistician at Memorial Sloan-Kettering Cancer Center in New York who led the study.

That is far higher than the 4 percent rate for the general population, and is comparable to the rate in women who have mutations in inherited BRCA genes that increase risk. Among women who had chest radiation for any type of childhood cancer, 24 percent developed breast cancer by age 50.

The study was to be presented Monday at an American Society of Clinical Oncology conference in Chicago.

Radiation treatment has saved countless children from lymphoma, leukemia, soft-tissue tumors and other cancer types, but it can damage the DNA of healthy cells, too, and lead to cancer decades later.

Children treated today get much lower doses and to much smaller areas of the body than kids did in 1970 to 1986 when the women in this study were girls.

A federally funded study has been tracking more than 1,200 of them, and researchers used a second study of relatives of women with breast cancer to compare the odds of developing breast cancer among various groups such as those with BRCA gene mutations.

Guidelines currently urge annual screening with mammograms and MRI scans starting at age 25 for women who had radiation therapy totaling 20 Grays ? a measure of how much radiation is absorbed. About 50,000 U.S. women are in that category.

The new study finds higher risk even among women who received more moderate doses ? 10 to 19 Grays ? as girls.

That means another 7,000 to 9,000 women also may need screening now, said Dr. Paula Ryan, a breast cancer specialist at Fox Chase Cancer Center in Philadelphia who had no role in the work.

"The important thing is, they've survived the cancer" that might have killed them as children, but they now should be closely followed to catch any second cancers early, when they are most treatable, she said. "They're a group that may be vulnerable."

Magazine trends study finds increase in advertisements using sex

ScienceDaily (June 5, 2012) ? Sex sells, or at least that is what advertisers hope. A recent study from the University of Georgia looked at sexual ads appearing in magazines over 30 years and found that the numbers are up.

"Advertisers use sex because it can be very effective," said researcher Tom Reichert, professor and head of the department of advertising and public relations in the UGA Grady College of Journalism and Mass Communication. "Sex sells because it attracts attention. People are hard wired to notice sexually relevant information so ads with sexual content get noticed."

People also succumb to the 'buy this, get this' imagery used in ads, he said.

"Some young men actually think Axe body spray will drive women crazy," he said. "But, brand impressions are shaped by images in advertising, too. Arguable, Calvin Klein and Victoria's Secret are not much different than Hanes or Vassarette, but perception studies show those brands are perceived as 'sexy,' and some customers want that."

Looking at 3,232 full-page ads published in 1983, 1993 and 2003 in popular magazines Cosmopolitan, Redbook, Esquire, Playboy, Newsweek and Time, researchers found sexual imagery in 20 percent of the ads. Using sex to sell everything from alcohol to banking services has increased over the years: 15 percent of ads used sex to sell in 1983; that percentage grew to 27 percent in 2003.

Ads were categorized based on the models' clothing, or lack thereof, and physical contact between models.

"Our findings show that the increase in visual sexual imagery over the three decades of analysis is attributable to products already featuring sexual content in ads, not necessarily widespread adoption by other product categories," Reichert said. "Specifically, alcohol, entertainment and beauty ads are responsible for much of the increase."

The study showed sex is primarily used to sell low-risk products purchased on impulse.

"Sex is not as effective when selling high-risk, informational products such as banking services, appliances and utility trucks," he said.

Much of the growth was seen in alcohol, entertainment and beauty advertising. Out of 18 product categories, those most often using sexual imagery in advertising were health and hygiene at 38 percent; beauty, 36 percent; drugs and medicine, 29 percent, clothing, 27 percent; travel, 23 percent; and entertainment, 21 percent.

"In almost every study I've seen, sexual content gives a purchase advantage in such instances," Reichert said.

Products not using sex in their ads were charitable organizations and computer companies.

Women are used to sell products most often when pitching sex. In ads sampled from 2003, 92 percent of beauty ads that contained models were female. Just under half the ads did not contain models.

With the exception of entertainment advertising, females overwhelming occupy the pages of sex-selling advertisements. Of the 38 percent of provocative health and hygiene advertisements that feature models, 31 percent feature females and 7 percent feature males.

"Perhaps more important, this analysis shows that the proportion for alcohol ads in 2003 increased to about one sexual ad for every three ads (37 percent)," Reichert said. "Using sex to sell products such as alcohol and tobacco is a moral issue."

Reichert said this upward trend in erotic ads is a reflection of society.

"It takes more explicitness to grab our attention and arouse us than before," he said. "In the early 1900s, exposed arms and ankles of female models generated the same level of arousal as partially nude models do today. We can see during our lifetimes the changes in sexually explicit content on television, movies, books and other forms of media beyond just advertising."

High blood caffeine levels in older adults linked to avoidance of Alzheimer?s disease

ScienceDaily (June 4, 2012) ? Those cups of coffee that you drink every day to keep alert appear to have an extra perk -- especially if you're an older adult. A recent study monitoring the memory and thinking processes of people older than 65 found that all those with higher blood caffeine levels avoided the onset of Alzheimer's disease in the two-to-four years of study follow-up. Moreover, coffee appeared to be the major or only source of caffeine for these individuals.

Researchers from the University of South Florida and the University of Miami say the case control study provides the first direct evidence that caffeine/coffee intake is associated with a reduced risk of dementia or delayed onset. Their findings will appear in the online version of an article to be published June 5 in the Journal of Alzheimer's Disease. The collaborative study involved 124 people, ages 65 to 88, in Tampa and Miami.

"These intriguing results suggest that older adults with mild memory impairment who drink moderate levels of coffee -- about 3 cups a day -- will not convert to Alzheimer's disease -- or at least will experience a substantial delay before converting to Alzheimer's," said study lead author Dr. Chuanhai Cao, a neuroscientist at the USF College of Pharmacy and the USF Health Byrd Alzheimer's Institute. "The results from this study, along with our earlier studies in Alzheimer's mice, are very consistent in indicating that moderate daily caffeine/coffee intake throughout adulthood should appreciably protect against Alzheimer's disease later in life."

The study shows this protection probably occurs even in older people with early signs of the disease, called mild cognitive impairment, or MCI. Patients with MCI already experience some short-term memory loss and initial Alzheimer's pathology in their brains. Each year, about 15 percent of MCI patients progress to full-blown Alzheimer's disease. The researchers focused on study participants with MCI, because many were destined to develop Alzheimer's within a few years.

Blood caffeine levels at the study's onset were substantially lower (51 percent less) in participants diagnosed with MCI who progressed to dementia during the two-to-four year follow-up than in those whose mild cognitive impairment remained stable over the same period.

No one with MCI who later developed Alzheimer's had initial blood caffeine levels above a critical level of 1200 ng/ml -- equivalent to drinking several cups of coffee a few hours before the blood sample was drawn. In contrast, many with stable MCI had blood caffeine levels higher than this critical level.

"We found that 100 percent of the MCI patients with plasma caffeine levels above the critical level experienced no conversion to Alzheimer's disease during the two-to-four year follow-up period," said study co-author Dr. Gary Arendash.

The researchers believe higher blood caffeine levels indicate habitually higher caffeine intake, most probably through coffee. Caffeinated coffee appeared to be the main, if not exclusive, source of caffeine in the memory-protected MCI patients, because they had the same profile of blood immune markers as Alzheimer's mice given caffeinated coffee. Alzheimer's mice given caffeine alone or decaffeinated coffee had a very different immune marker profile.

Since 2006, USF's Dr. Cao and Dr. Arendash have published several studies investigating the effects of caffeine/coffee administered to Alzheimer's mice. Most recently, they reported that caffeine interacts with a yet unidentified component of coffee to boost blood levels of a critical growth factor that seems to fight off the Alzheimer's disease process.

"We are not saying that moderate coffee consumption will completely protect people from Alzheimer's disease," Dr. Cao cautioned. "However, we firmly believe that moderate coffee consumption can appreciably reduce your risk of Alzheimer's or delay its onset."

Alzheimer's pathology is a process in which plaques and tangles accumulate in the brain, killing nerve cells, destroying neural connections, and ultimately leading to progressive and irreversible memory loss. Since the neurodegenerative disease starts one or two decades before cognitive decline becomes apparent, the study authors point out, any intervention to cut the risk of Alzheimer's should ideally begin that far in advance of symptoms.

"Moderate daily consumption of caffeinated coffee appears to be the best dietary option for long-term protection against Alzheimer's memory loss," Dr. Arendash said. "Coffee is inexpensive, readily available, easily gets into the brain, and has few side-effects for most of us. Moreover, our studies show that caffeine and coffee appear to directly attack the Alzheimer's disease process."

In addition to Alzheimer's disease, moderate caffeine/coffee intake appears to reduce the risk of several other diseases of aging, including Parkinson's disease, stroke, Type II diabetes, and breast cancer. However, supporting studies for these benefits have all been observational (uncontrolled), and controlled clinical trials are needed to definitively demonstrate therapeutic value.

A study tracking the health and coffee consumption of more than 400,000 older adults for 13 years, and published earlier this year in the New England Journal of Medicine, found that coffee drinkers reduced their risk of dying from heart disease, lung disease, pneumonia, stroke, diabetes, infections, and even injuries and accidents.

With new Alzheimer's diagnostic guidelines encompassing the full continuum of the disease, approximately 10 million Americans now fall within one of three developmental stages of Alzheimer's disease -- Alzheimer's disease brain pathology only, MCI, or diagnosed Alzheimer's disease. That number is expected to climb even higher as the baby-boomer generation continues to enter older age, unless an effective and proven preventive measure is identified.

"If we could conduct a large cohort study to look into the mechanisms of how and why coffee and caffeine can delay or prevent Alzheimer's disease, it might result in billions of dollars in savings each year in addition to improved quality of life," Dr. Cao said.

The USF-UM study was funded by the NIH-designated Florida Alzheimer's Disease Research Center and the State of Florida.

Defiant Assad rejects role in Houla massacre

President Bashar al-Assad on Sunday dismissed allegations that his government had a hand in the Houla massacre and accused foreign-backed forces of plotting to destroy Syria.

On the ground troops clashed with rebels and at least seven people were reported killed nationwide, the Syrian Observatory for Human Rights reported.

Politically, the European Union and the United States joined forces in a coordinated move to pile pressure on Syrian ally Russia to change its stance on Damascus, but President Vladimir Putin refused to budge.

In a more than hour-long speech to parliament, Assad said that even "monsters" were incapable of carrying out massacres such as last month's killings near the town of Houla in central Syria.

His defiance came after Arab ministers urged the United Nations to act to stop the bloodshed in Syria, and France raised the prospect of military action against Damascus under a UN mandate.

"What happened in Houla and elsewhere are brutal massacres which even monsters would not have carried out," Assad said of the May 25 killing of 108 people, including 49 children.

"The masks have fallen and the international role in the Syrian events is now obvious," he said in his first address to the assembly since a May 7 parliamentary election.

The polls were the perfect response "to the criminal killers and those who finance them," Assad said, stressing that his regime was determined to push through reforms but not at the expense of security.

"We are not facing a political problem but a project to destroy the country," he said, adding there would be "no dialogue" with opposition groups which "seek foreign intervention."

An official of the exiled opposition Syrian National Council condemned the address.

"Assad's speech was a declaration of the continuation of the bloody solution and the suppression of the revolution at any cost," Samir Nashar, a member of the SNC executive office, told AFP.

Putin, meanwhile, fended off a coordinated Western push to back further action on Soviet-era ally Syria as he hosted a private dinner for EU chiefs in Saint Petersburg.

"The only way out of the Syria crisis... involves a cessation of violence and consistent support for the plan of (mediator Kofi) Annan," Russia's foreign ministry quoted Putin as saying.

"Russia will continue supporting this position and calls on other states to do the same."

US Secretary of State Hillary Clinton said on Sunday she "made it very clear" to her Russian counterpart Sergei Lavrov at the weekend that the focus was shifting to a political transition in Syria.

"Assad's departure does not have to be a precondition but it should be an outcome, so the people of Syria have a chance to express themselves," she told reporters in Stockholm.

The European Union plans to deliver a similar message to Putin during Monday's formal meetings that will include EU foreign policy chief Catherine Ashton, diplomats said.

French Defence Minister Jean-Yves Le Drian also urged Russia to drop its backing for Assad's regime and said in Singapore on Sunday that France "has not excluded military intervention" in Syria.

Saudi Foreign Minister Saud al-Faisal, meanwhile, accused Assad of "manoeuvring" to gain time, at a joint news conference with UN chief Ban Ki-moon in Jeddah.

"Every initiative has been accepted by the Syrian regime and was not implemented. This is a way used by the regime to gain time," he said.

Annan "will present his report in a few weeks... It must be clear, straightforward, precise and transparent," Prince Saud said. "We hope the United Nations takes a firm stance."

Ban described the situation in Syria as "troubling" and again urged Damascus to "abide to the Annan plan," adding that "all violence must stop in all its forms."

On Saturday Arab ministers called for more UN action against Assad's regime.

Pro-democracy activists responding to Assad's speech called for anti-regime demonstrations on their Facebook page "Syrian Revolution 2011."

"Let's all go, young and old, to meet the executioner, the murderer of children. Make yourself angry and intensify the anger in yourself and on the ground by all means.

"We will now go out in mass protests."

At least seven people were killed across Syria on Sunday where clashes raged between troops and armed rebels, the Syrian Observatory said.

Fighting was reported in Damascus province, the northwestern province of Idlib and near the northern city of Aleppo, it said.

One victim was activist and doctor Adnan Wehbeh, who was shot dead at his clinic, the Observatory said, blaming security forces for what it called an assassination.

On Saturday, 89 people were killed, among them 57 soldiers, the largest number of casualties the military has suffered in a single day since the uprising broke out in March 2011, the watchdog said.

The violence has spilled over into Lebanon, with clashes between pro- and anti-Syrian regime gunmen in the northern city of Tripoli leaving 14 people dead and 48 wounded since Saturday, a security official said.

The Observatory says as many as 2,400 of the more than 13,500 people killed since the uprising began have died since a putative UN-backed ceasefire began on April 12. Days later unarmed UN observers began deploying in Syria.
